This is not an official policy and seems to be handled on an individual basis. If you are an individual subscriber and you are having financial issues because of the pandemic, Adobe may waive subscription fees for a couple of months. CC applications check in with Adobe about every 30 days, I think it is, and if it can't check in, it will stop working. If you are offline at the time, it will probably still stop because it will be trying to reauthorize and your offline status will prevent it from doing so. If you stop your subscription, then the software will stop working the day after the subscription ends. That makes more sense then Adobe's business model which doesn't even sell a license for a CC version of Photoshop whereby forcing the individual to pay a license indefitenly else. If they stop paying to renew their license they can continue to use the older version of the software but cease to have access to newer patches, features, and versions. An initial fee is paid, and annually an individual pays a rate to keep their license active. If someone has paid four years (10x12x4 ie ~$500 w/ tax) for a piece of software, they should be able to use their older version. Older versions of software should similarly apply. They stop providing service to the device ie data, sms, and phone call functionality. If I have a contract with my cell phone provider, and pay monthly for a device until it is paid off, they don't take away the cell phone because I stopped paying for their service. The older version of software already exists and requires no upkeep unlike the electricity, telephone, and internet which requires maintenance of lines and equipment due to environmental factors.
